One of the indisputable consequences of increased trade flows is that investment in transport infrastructure is a necessity. In the current financial context where funds are scarce or prohibitively expensive for private firms, a broad reflection is needed on the respective roles of the public and private sectors through a regulatory framework and instruments that both allocate risks and maximise investment capacity.
