Managing Transport Demand through User Charges: Experience to Date

The purpose of the Conference was to give Government officials from ECMT and OECD Member countries an opportunity to examine experience in managing transport demand through road user charges with the architects of schemes that are already in operation or about to be introduced. The focus was on system design for acceptance and effectiveness and on the impact on traffic of the schemes in operation. The Conference followed on from the 2002 Seminar Managing the Fundamental Drivers of Transport Demand, which highlighted the gap that exists between general agreement on solutions to problems of traffic management in theory and their implementation in practice.
