Secretary General, International Transport Forum at

Carole Coune took up office as the Secretary General
of the International Transport Forum on 1 August
2011.
Ms. Coune, a Belgian national, comes to the office of
Secretary General from the top civil service
position in Belgium’s Ministry for Transport, where
she managed a staff of 1 300 people and an annual
budget of EUR 3.5 billion.
As President of the Board of the Ministry, a
position she held since 2008, Ms. Coune was
responsible for developing an overall vision and
strategy for the organisation and the execution of
transport policy. She planned and implemented a
comprehensive reorganisation of the Ministry, led
the expansion of international activities -
including co-operation with developing countries -
and created new partnerships with Belgium’s regions.
In 2010, she guided the Ministry through Belgium’s
Presidency of the European Union.
In her previous position as Director General for
Inland Transport at the Belgian Transport Ministry
(2005-08), Ms. Coune held responsibility for
long-term strategy for land transport. Among her
accomplishments were the creation of the
Antwerp-Basel freight corridor and an internal
management reform.
From 2003-05, Ms. Coune served as Director of the
Strategic Unit of Belgium’s Minister of Public
Companies. In this role, she planned and implemented
the restructuring of the Belgian National Railway
(SNCB), thus taking responsibility for a key element
of the rail sector’s liberalisation. She also
implemented the government’s “home-to-work free of
charge” policy.
Her leadership in transport issues has also included
non-executive roles, such as Chair of the Board of
Directors of the non-profit Belgian Institute for
Road Transport and Logistics (BITL), Vice-Chair of
the Belgian Institute for Road Safety and Member of
the Board of Directors of the European Railway
Agency (ERA).
Ms. Coune holds a law degree from the University of
Liège. In her free time she enjoys cycling, cinema
and dancing.
